Principal Investigator's/Project Director's Responsibility

  • The Grants Office must confirm students' eligibility before they begin participating in a grant-related program.

  • The PI must verify student status, payroll status, and service requirements to appoint a trainee for a stipend. See Guidance Concerning Charging to Federally Awards Memorandum for further details.

  • Have copies on file of the applications of selected participants, with documentation detailing how participants met the selection criteria.

  • To ensure compliance with sponsor, CUNY, and QCC policies, submit a draft of the award letter to the Office of Grants/Sponsored Programs for review and approval before providing a copy to the participant. The award letter must include participation dates, sponsor eligibility criteria, and program requirements on departmental letterhead.

  • Keep a complete list of program participants and documentation, including dates and times of their participation in the program.

  • Log on to the RFCUNY Website using your three-character user ID and password to view the Web Report to monitor payment status and ensure that students have received their payment.

Confirmation of Eligibility

The Principal Investigator (PI) and the Office of Grants/Sponsored Programs (OGSP) are equally responsible for ensuring that each potential project participant meets all the eligibility requirements of the sponsor, the Research Foundation of the City University of New York (RFCUNY), and Queensborough Community College (QCC). This must be done before the participant can participate in the sponsored project.


  1. A list of all potential participants' full names, CUNY ID numbers, and full email addresses are sent to OGSP by the PI to begin the process.
  2. OGSP will inform the PI of the student’s eligibility status. Once eligibility has been confirmed by OGSP, the principal investigator can inform the participant that they can move forward with the program or project.

Preparing and Processing of Stipends

Upon instruction from the PI, OGSP will initiate the payment process. OGSP will oversee the collection of all required information from students and PIs and submit all documentation to RFCUNY.

The participant must complete the appropriate forms listed below and upload them to a secure link provided by OGSP. OGSP will review and approve all forms before submitting them to RFCUNY to begin the payment process.

  1. RFCUNY Data Collection - Scholarship/Fellowship Form (RF Form-701)
    This form ensures that RFCUNY complies with IRS policies regarding proper tax reporting for fellowships/scholarships/stipends. Participants complete questions one to five.

  2. U.S. Citizen/U.S. Non-citizen
    The participant must present proof of citizenship in accordance with the sponsor's and/or college's policies and procedures. Attach one copy of the following:
    • Birth certificate and picture identification (a college ID, NYS Driver's License, Permit, or Identification Card)
    • U.S. Passport or U.S. Passport Card
    • Permanent Resident Card

  3. RFCUNY Determination of Alien Tax Status & Request for ITIN (RF Form-702)
    If a participant is not a U.S. citizen, U.S. Non-citizen national, or permanent resident, complete Form-702 and attach copies of:
    • Foreign Passport, Visa, Form I-94 Admission and 
    • Form I-20, Certificate of Eligibility for Nonimmigrant Student Status (if on F visa) or DS-2019 (if on J visa).

  4. RFCUNY Direct Deposit Form
    Direct Deposit is a secure, convenient, and fast way to receive stipend payments electronically into your bank account. Checking or Savings bank account must be under the participant's name. Include a copy of one of the following:
    • Voided check
    • Deposit slip
    • Bank letter or statement

  5. Form W-9
    The Internal Revenue Service (IRS) requires that participants complete a tax form.

  6. QCC Student Eligibility Criteria Form (QCC SEC)
    The form must be completed and signed by the participant.

  7. Official College Transcript
    The student must provide an official transcript if the sponsor or proposal specifies a minimum Grade Point Average (GPA). 

Participants will upload and submit the completed forms and documentation to the QCC Student Eligibility Criteria Application system.

Please do not email or use dropbox to submit forms as it contains students' Personally Identifiable Information (PII).
