The Research foundation of CUNY (RFCUNY) Hiring Procedures – Rehire Process

Break-in-Service

The RFCUNY considers an employee with a break-in-service of 120 days or more. The applicability of the rehire procedure is determined by the last timesheet date of the prior appointment and the start date of the new appointment.

Form I-9 and E-Verify

The first step to hiring is to send an e-mail to Ms. SueAne Solares-Loza and Ms. Corisse Vialva, with the name(s), RFCUNY six digit employee ID number (if known) and start date of the employee. We will determine whether or not the employee will need an updated form I-9 or a new I-9 and E-Verify. As part of the rehire procedure, a form I-9 must be completed for all rehires. However, the type of form I-9 depends on the status of the employee's current I-9 on file. Failure to verify the status of the employee's current I-9 may result in severe violations of the Department of Homeland Security regulations.

What Forms Do I Need?

The rehire packet can be access through the Queensborough Community College, Office Grants/Sponsored Programs Web site or you can e-mail us requesting a rehire packet.

Keep in mind, in order to expedite the processing of your rehire employee's paperwork and payroll, the rehire package must be completed and sent to the Office of Grants/Sponsored Programs, Room H-336 at least one week before the proposed start date. A justification letter will be required if the rehire package is submitted late.

No one should begin working until the rehire package is completed

The following forms should be completed by the employee with the PI/PD. Please make sure all documents are appropriately signed and dated. You can access the following forms below through our secured system. Please enter your QCC email username and password to login.

  • Employee Wage/Title Acknowledgement: It is a New York State Employment Law requirement for informing hired employees about the hours, earnings, and overtime rates to which they had agreed. This form can be generated online prior to or on the first date of hire by the Principal Investigator on the RFCUNY Web site.

  • Rehire Acknowledgement Form

  • QCC HR Approval Letter: Applicable if an employee indicated on the Rehire Acknowledgement form that s/he is on a CUNY Tax Levy/Payroll.

    • Full-Time Faculty: As a general rule, full-time faculty members are expected to carry a broad array of university-related activities without any extra compensation during the academic year.

    • Adjunct CUNY Faculty: An Adjunct may be employed by the Research Foundation CUNY (via payroll) provided the Adjunct is not being paid by the RF to credit-bearing course. RF requires a written statement from the employee's Provost, VP or department head attesting that the RF position for which they are being hired is not a credit-bearing course and is directly related to a sponsored project.

    • Full-Time Non-Faculty CUNY Employees (Higher Education Officer, College Laboratory Technicians, Research Associates and Research Assistants): Similar to CUNY faculty, employees in these titles also carry a broad array of university-related activities, including work related to CUNY's sponsored projects administered through RF, without any extra pay during normal business hours.

  • Job Duties and Qualification Form

  • Background Check Authorization

  • W-4 Federal Tax

  • IT-2104 Withholding Allowance NYS or IT-2104E Exemption from withholding NYS

  • Annual Leave Memorandum: Every employee signs this form and gets a copy for their records.

  • Annual Leave Schedule: Does not apply to temporary, on call or grant instructors working under the RF job code 2300 and 2400.

  • Request for CUNYFirst Account Access: All Research Foundation CUNY employees must have a Queensborough Community College ID and e-mail account. Complete the CUNYFirst account form and bring it to Ms. Glenna Lash, Human Resources Manager, room A-505. It will take 3 to 4 business days for the employee to be entered into the CUNYFirst system. Once they are in the system, they may go to the College ID Office, room LB-23 to have their picture taken.
