Human Resources Manager for Timekeeping Operations

**POSITION DETAILS**

Reporting to the Benefits Director, the Human Resources Manager for Timekeeping Operations will manage the team that handles all aspects of employee timekeeping for full-time teaching andnon-teachinginstructionalstafftoincludeFaculty,Executive Compensation Plan (ECP) ,Higher Education Officers (HEOs),College Laboratory Technicians (CLTs), and Classified Staff including Hourly staff; maximize the effectiveness and efficiency of the HR Timekeeping functionworking closely with the HR Director andthe Human Resources management team,aswellascommunicate with all QCC staff as outlined in the below duties in accordance with CUNY and College policies and procedures, collective bargaining agreements, and relevant federal, state and city laws andregulations.

- Oversee a staff of timekeepers, including full and part time instructional and non-instructional staff, classified and part time hourly staff, and non-teaching adjuncts as needed

- Manage and monitor time and leave related functions and issues,assistemployeeswithaccessto time keeping systems,resolvequestionsandprovide relevant reports to employees and supervisors

- Maintains an in-depth knowledge of timekeeping and payroll rules and provides timely resolution to all related employee issues and inquiries

- Oversees the data entry of all time and leave actions, daily audit reviews of CUNYfirst transaction reports, applicable data corrections, and makes recommendations for process changes in accordance with changes in regulations

- Coordinate information with Payroll and Benefit Offices regarding terminations, resignations, retirements, Fellowships, and other leaves

- Ensure accurate and timely processing of all required information with the Payroll Office

- Facilitate continuedtransitiontodigitaltimekeepingincluding implementation of new software, troubleshooting, reporting, and training

- Identify, recommend, and implement operational improvements to streamline HR and electronic processesandproceduresfortimeandleave

-MaintaindataintegritywithinHRsystems(CUNYfirst,Docuware,Time Sheet X, TCP, and other time/leave systems)andprepare materials for agency audits and internal annual reporting

- Trains staff and the college community in the usage of all systems and provides written instructions on operating procedures

- Acts as a liaison on behalf of HR with the College IT team, Central Office units and external vendors for all system implementations, issues, and requests

-Serves on various College and University committees and performs special projects and other duties asneeded

**QUALIFICATIONS**

Bachelor's Degree and six years' related experience required, or

Master’s degree plus four years’ related experience.

PREFERRED QUALIFICATIONS

- Experience working in a Higher Education setting in the field of Human Resources

- Experience working in Benefits and/or Payroll departments, preferably in a Higher Education setting

- High-level of expertise with a variety of timekeeping functions and collective bargaining contracts

- Familiarity with New York City, New York State, and Federal time and leave policies, such as Workers’ Compensation, Family Medical Leave Act, and Paid Family Leave

- Experience working with and maintaining data integrity in HR-related electronic systems, including HRIS, PeopleSoft/CUNYfirst, time and leave systems such as TimeSheet X and TCP

- Must be detail-oriented, possess strong management, analytical, and customer service skills

- Experience in interpreting, applying, and providing guidance on time and leave policies including city, state and federal regulations, labor contracts, policies, and procedures in a unionized environment

**POSITION DETAILS**

Reporting to the Director of Operations, the Continuing Education Coordinator will assist with the managementofenrollment/registration operationsfor theOffice ofContinuingEducationand Workforce Development(XenDirect).Inaddition, the Continuing Education Coordinator will collaborate with program staff to assist with creating custom reports, planning of annual course schedules, troubleshoot studentregistrationissues, and ensure effective communication among Continuing Education and Workforce Development (CEWD) sectors (Professional Development, Personal Enrichment, Vendors, and Youth programs).

Assists with semester-based profitability reports for all 4 sectors of the Office of Continuing Education and Workforce Development: Professional Development, Personal Enrichment, Vendors, and Youth programs.

Keeps track of OTPS expenditures.

Ensures compliance and proper application of student payment plans, track payment records and follow up on late payments.

Prepares bank reconciliations; process purchasing requisitions.
