New York State Commission on Ethics and Lobbying in Government (COELIG)
Mandatory Ethics Training
All New York State and New York City officers and employees, both full-time and part-time, must take ethics training every calendar year. (Executive Law § 94) The Commission on Ethics and Lobbying in Government (COELIG) is responsible for developing and overseeing compliance with this training mandate.
These are the only two courses that can be taken to satisfy the COELIG statewide ethics training requirement:

The Comprehensive Ethics Training Course (CETC): CETC is a two-hour live, instructor-led training. It is offered online in real time on COELIG’s website. It must be taken every other year.

The Ethics Refresher Course (aka “OER”): The Ethics Refresher course is a 30-minute On Demand, self-guided version of the CETC training. It is available On Demand only. Employees must complete an OER on the alternating years during when they are not completing the CETC.
NOTE: Employees may only take the OER if they have completed a CETC during the previous calendar year. If they did not take the CETC training they will have to enroll in CETC instead of OER.

How to Get Credit for Training

CETC Live Training
Upon completion of the live course, you must email Human Resources at humanresources@qcc.cuny.edu to advise them that you have completed the course. -
OER On Demand Training
Upon completion of the OER course, you must email a signed form (“Attestation Form”) to Human Resources at humanresources@qcc.cuny.edu (Subject line: “OER Certificate of Completion”.) The form is available for download on Brightspace on the section for OER. Please also note that two code words will be mentioned during the training. They must be included in the form.
