Frequently Asked Questions About the Free Community College Program (NYSOP) at QCC

Do I need to complete a separate application for the Free Community College Program at QCC?

No separate application is required. Students who meet the eligibility criteria will be automatically considered. If you qualify, QCC will contact you by email with more information about next steps.

Is this program only for new students, or can continuing students qualify too?

It’s for both. Whether you're just starting at QCC or already enrolled in an approved degree program, you may be eligible for the Free Community College Program.

What does it mean that this is a “last-dollar” program?

“Last-dollar” means the program covers any remaining tuition costs after your federal and state financial aid (such as Pell and TAP) is applied. Even if you don’t qualify for Pell or TAP, you may still receive support from this program as long as you meet the eligibility requirements.

Here is some additional information to know about funds awarded:

  • The maximum award per semester is $2,400 + required fees, based on the in-city tuition rate plus required fees.
  • If you live in a county outside of New York City (for example, Nassau County), you must complete the Certificate of Residency Requirement each academic year. This will ensure that you will be charged the same rate as New York City Residents. This is something required of all students living outside of New York City - Regardless of qualifying for NYSOP.
  • You may qualify for a Books and Supplies Stipend for a maximum of $750 per semester from all sources (Pell Book Advance and/or the NYSOP Books and Supplies Stipend).

I’ve taken college courses before. Can those credits transfer?

Yes. QCC will evaluate your official transcripts from previous colleges to determine which credits may transfer into your selected associate degree program.

I completed a certificate program—can I still qualify?

Yes. If you haven’t earned a full degree (associate or higher), you’re still eligible—even if you’ve completed a certificate or earned other credentials in the past.

Do I have to be a full-time student to qualify?

No. You can enroll either full-time or part-time. To remain eligible, you must take at least 6 credits per semester and complete your degree within 10 semesters (approximately 5 years). As long as you complete 12 credits per academic year and maintain good academic standing, you will maintain eligibility.

What happens if I need to take a break from classes?

We understand that unexpected life events can arise. You’re allowed to take a break for up to one academic year and still remain eligible. Additional exceptions may be considered for special circumstances.

I’m not currently enrolled in an approved program. Can I change my major?

Yes. If you're not in a qualifying major, we encourage you to meet with your academic advisor. They can help you explore eligible programs and guide you through the process of switching majors if it aligns with your academic and career goals.

I’ll turn 25 after the semester starts. Can I still join the program?

To be eligible, you must be at least 25 years old by the first day of the semester. If you turn 25 after the semester begins, you can apply for the next eligible term.

Is there a GPA requirement to stay in the program?

Yes. You must maintain good academic standing, which means keeping a minimum GPA of 2.0 on a 4.0 scale and meeting your program’s academic requirements.

Do I need to stay in New York after graduating?

No. There is no residency or employment requirement after completing your degree.
