There are guidelines and contractual provisions and practices within CUNY that determine what teaching Loads and relating to Overloads.
The general guidelines are provided in the Collective Bargaining agreement. They are given below with the policy on Multiple Positions which indicates guidelines for overload teaching within CUNY and other work done within and outside of CUNY. Actual practices vary from campus to campus.
15.1 Workload for classroom teaching members of the Instructional Staff, excluding teachers in the Hunter College Elementary and High Schools and Early Childhood Centers:
(a) The academic work year shall be from September 1 through August 31 inclusive of annual leave as currently provided in Article 14. Except for such periods of annual leave, classroom teaching members of the Instructional Staff shall be available for assignment to professional activities.
(b) Employees on the teaching staff of the City University of New York shall not be required to teach an excessive number of contact hours, assume an excessive student load, or be assigned an unreasonable schedule, it being recognized by the parties that the teaching staff has the obligation, among others, to be available to students, to assume normal committee assignments, and to engage in research and community service.
(c) The annual undergraduate teaching contact hour workload is governed by the Workload Settlement Agreement attached as an appendix to this Agreement.
(d) (1) Effective October 31, 2002, untenured Assistant Professors, Associate Professors and Professors, except faculty librarians and faculty counselors, who are initially appointed on or after September 1, 2002 and before September 1, 2006, will receive a total of 12 contact hours of reassigned time during their first three (3) annual appointments in order to engage in scholarly and/or creative activities related to their academic disciplines. Assignment of such reassigned time will be made by the college pursuant to guidelines designed to encourage scholarship.
(2) Effective September 1, 2006, untenured Assistant Professors, untenured Associate Professors and untenured Professors employed as faculty counselors or as faculty librarians who were initially appointed to those titles on September 1, 2002, September 1, 2003, September 1, 2004, or September 1, 2005 and who continue in active pay status will receive the equivalent of 12 contact hours of reassigned time to be used during the 2006-2007, 2007-2008, and 2008-2009 academic years, regardless of tenure status, in order to engage in scholarly and/or creative activities related to their academic disciplines. Assignment of such reassigned time will be made by the college pursuant to guidelines designed to encourage scholarship.
(e) Effective September 1, 2006, untenured Assistant Professors, untenured Associate Professors and untenured Professors (including those employed as faculty counselors or as faculty librarians) who receive an initial appointment to a professorial title on or after September 1, 2006 will receive twenty-four (24) contact hours of reassigned time (inclusive of the reassigned time provided for in 15.1 (d) (1) above), to be used during their first five (5) annual appointments, in order to engage in scholarly and/or creative activities related to their academic disciplines. Assignment of such reassigned time will be made by the college pursuant to guidelines designed to encourage scholarship.
(f) For the purpose of calculating the reassigned time provided in paragraphs (d) (2) and (e) above to untenured Assistant Professors, untenured Associate Professors and untenured Professors employed as faculty counselors or as faculty librarians, 12 contact hours shall be equivalent to the number of clock hours that would be necessary to provide full reassigned time to a faculty counselor or a faculty librarian for 15 weeks. Assignment of such reassigned time will be made by the college pursuant to guidelines designed to encourage scholarship.
15.2 Workload for part-time members of the Instructional Staff:
a. A person appointed to an Adjunct title is not a full-time employee of The City University of New York. Employment in an adjunct position or a combination of adjunct positions shall not constitute a full-time position. Adjunct Lecturers or Adjuncts in other titles, excluding Graduate Assistants, shall not be assigned a total of more than nine (9) classroom contact hours during a semester in one unit of The City University of New York. In addition, such It is understood that Lecturers and teachers in the Hunter College Campus School shall not be required to have a research commitment.
adjunct may be employed to teach a maximum of one course of not more than six (6) hours during a semester at another unit of The City University of New York.
b. Adjunct Professors, Adjunct Associate Professors, Adjunct Assistant Professors, Adjunct Instructors and Adjunct Lecturers who are assigned a teaching workload of six (6) or more contact hours at the same college, will be paid at the appropriate teaching adjunct rate of pay for one (1) additional hour per week in order to engage in professional assignments related to their academic responsibilities, such as office hours, professional development, participation in campus activities and training. It is understood that the professional hours for adjuncts provided herein shall not be counted toward the maximum adjunct teaching hours in section 15.2 of this Agreement. This provision does not apply to full-time instructional staff who teach a course as a multiple position.
15.3 Workload for Graduate Assistant:
Graduate students holding the title of Graduate Assistant A shall have an assignment of a maximum of 240 contact teaching hours or 450 hours of non-teaching assignments during the work year. Graduate students holding the title of Graduate Assistant B shall have an assignment of a maximum of 120 classroom teaching hours or 225 hours of non-teaching assignments in the B title during the work year. If a Graduate Assistant B also holds an adjunct or other hourly position, his or her total combined assignment may not exceed 240 contact teaching hours or 450 hours of non-teaching assignment during the work year.
Graduate Assistant C
Graduate students holding the title Graduate Assistant C shall have an assignment of a maximum of 180 classroom teaching hours during the work year. If a Graduate Assistant C also holds an Adjunct teaching position, his or her total combined assignment may not exceed 270 contact teaching hours during the work year.
15.4 Workload for non-classroom members of the Instructional Staff, including members of the Instructional Staff assigned to the libraries, Student Personnel Staff, Counselors, HEOs, Registrars, College Laboratory Technicians and Research Assistants:
The work year shall be September 1 through August 31, including periods of annual leave as provided in Article 14. (Except for periods of annual leave as provided in Article 14, student personnel staff, counselors and library staff, in academic titles, shall be available for assignment.)
(a) Members of the Instructional Staff assigned as Counselors or to other student personnel assignments prior to September 1, 1998, except those in the Higher Education Officer series, shall have a work week of thirty (30) hours as assigned. Members of the Instructional Staff assigned as Counselors or to other student personnel assignments on or after September 1, 1998 shall have a workweek of thirty-five (35) hours as assigned. Effective August 25, 2006, all members of the Instructional Staff assigned as Counselors or to other student personnel assignments, except those in the Higher Education Officer series, shall have a workweek of thirty (30) hours as assigned.
(b) All other members of the non-classroom Instructional Staff, shall have a workweek of thirty-five (35) hours as assigned. This workweek is to be scheduled in not more than five days in any week for employees in the College Laboratory Technician series.
Employees assigned to a non-air-conditioned facility shall end their work day one hour earlier than scheduled commencing on the Monday following the Spring commencement through August 29 of that year.
(c) Employees on the non-classroom Instructional Staff of the City University of New York shall not be required to work an excessive number of hours, or be assigned an unreasonable schedule, it being recognized by the parties that members of the staff have the obligation to perform their responsibilities in keeping with the proper staffing of the day session, evening session, summer session, extension divisions and special programs of the University.
(d) It is understood that split schedules do not meet the definition of a reasonable schedule. A split schedule is a schedule in which the hours assigned are not consecutive except for meal periods.
(e) There shall be a labor management committee on each campus with two members designated by the President and two members designated by the PSC Chair to convene as needed to review complaints from instructional staff in College Laboratory Technician series titles concerning their workload and to make non-binding recommendations concerning these complaints to the President.
(f) There will be a labor management committee on each campus composed of two members designated by the President of the College and two members designated by the PSC to hear concerns from individual employees in the Higher Education Officer series concerning workload. The Committee, as appropriate, may make non-binding recommendations to the President. The Committee also may consider requests from an individual member of the Higher Education Officer series for a reclassification of his/her position. If the Committee deems such a request to have merit, it will refer the matter for consideration to the HEO Screening Committee.
15.4 Multiple Positions
Each faculty member must comply with the Board's rules and regulations pertaining to multiple positions or additional occupations or employment either within the University or outside of the University whether or not the faculty member receives any compensation in such additional occupation or employment.
CUNY Policy 5.14 MULTIPLE POSITIONS
Each full-time faculty member is obligated to view his or her appointment to a college or university faculty position within The City University of New York as his or her major professional commitment. This commitment obligates the faculty member in two ways: he or she is at once a member of the national and international world of learning and a member of the University community. Though his or her first responsibility to the University is that of teaching, he or she recognizes the obligation to be regularly accessible for conferences with his or her students, to participate in appropriate extracurricular undertakings and to serve on various college and university committees and as a member of college and university councils and other assemblies. The City University of New York is a major research university. A full-time faculty member is expected to create new knowledge in his or her discipline through scholarly research, writing and creative works. He or she constantly makes all efforts to improve his or her professional standing through study and thought, and also through activities such as research, publication, attendance at professional conferences, and the giving of papers and lectures. Such professional involvements also enhance his or her abilities as a teacher and as a member of the University community; they support the value of his or her activities on campus and equip him or her to participate in significant educational innovations as well as furthering his or her professional stature. 1 External Positions
Full-time appointment to a college or university faculty position is a full-time assignment. Faculty members have a responsibility to observe professional standards of behavior in becoming involved in activities supplemental thereto. No employment, consultative or other work outside the University may be engaged in by a faculty member unless he or she receives prior approval from the Personnel and Budget (P and B) Committee of his or her department after full disclosure of his or her total academic commitment, the proposed outside employment, consultative or other work, and other outside work theretofore approved. The P and B Committee shall not approve any outside employment, consultative or other work unless such employment or work relates to the professional interests, strengthens the professional competence, or enriches the professional performance, and does not interfere with the professional standing of the faculty member. No employment, consultative or other work, remunerative or otherwise, shall be approved by the P and B Committee or engaged in if the services of the faculty member to his or her college or to the University or his or her ability to meet his or her commitments to his or her college or the University will be impaired thereby. If the departmental P and B Committee approves such employment or work, the amount of time that the faculty member may expend thereon shall be determined by the departmental chairperson after consultation with the faculty member, and subject to the review of the college President. In no event shall the amount of time to be expended on such outside employment or work be or be approved for more than an average of one day a week, or its equivalent during the academic year. 2 Internal Positions
2.1 Teaching Positions
Where the best interests of the college or the University make it desirable or necessary to draw upon full-time personnel in one unit or branch for service in another, requests for such service should originate with the principal academic or administrative officer of the requesting unit and have the approval of the principal academic or administrative officer of the other unit. It is the policy of the University and its colleges to achieve exchanges of services, wherever possible, by budgetary interchange or by the balancing of interchanged services, with no additional academic load or extra remuneration for the individuals concerned. Variations from this norm will be allowed only with the special permission of the Chancellor or the appropriate President. (BTM,2007,02-26,005,_F)
Except as set forth in this policy, faculty without any reassigned time will be eligible for consideration for an overload assignment when such assignment is determined to be in the best interest of the college and to serve a specific academic need. Permission to take on an overload teaching assignment will only be granted up to a maximum of one course—up to four classroom contact hours—per semester and not to exceed a total of six classroom contact hours per academic year in most instances, and in no event to exceed eight classroom contact hours per academic year. Faculty with reassigned time during the academic year will not normally be eligible for an overload assignment. In those instances when, for academic reasons, a President approves an overload teaching assignment for faculty with reassigned time, such assignment cannot exceed one course, typically of three classroom contact hours, but in no event to exceed four classroom contact hours, per academic year. Faculty with reassigned time for research are not eligible for an overload assignment. (BTM,2007,02-26,005,_F)
In addition to the overload assignments permitted under this policy, a tenured faculty member will be eligible for consideration for additional overload assignments of no more than six classroom contact hours during the academic year in courses offered during the Winter Session, in courses offered exclusively on Saturdays or Sundays, or in courses offered as part of on-line degree programs. Notwithstanding the limitations on overload assignments for faculty with reassigned time, tenured faculty with reassigned time for administrative duties are eligible for consideration for overload assignments under this paragraph. During the academic year, full-time faculty members appointed to participate in a doctoral program are expected not to engage in additional teaching. As a matter of general policy, faculty whose programs have been reduced to allow for their participation in a doctoral program are expected to adhere to this rule. Exceptions may be made only for the most powerful reasons bearing on the professional interests of the college and the University. The intent of this policy must apply to these exceptional cases. 2.2 Research, Consulting, and Other Positions
The University regards scholarly activity and research as part of the normal activity and responsibility of the faculty. In fact, such activities are part of the basis on which faculty members are evaluated, reappointed, or promoted. The public looks to the University as a source of new information, reinterpretations, and advancing intellectual activities. Also, the University is looked upon as a community of scholars. This carries the implication of joint scholarly effort and mutual support and availability amongst faculty and students. The faculty is given full-time annual paid employment to cover all the activities of teaching, research, consulting, curriculum development, counseling, committee work, etc. (BTM,2007,02-26,005,_F)
When special funding in support of research is available, it is presumed to make possible or easier the scholarly activity that faculty and students wish to or are willing to pursue. Accordingly, it is the policy of the Board of Trustees that there may not be paid any extra compensation to full-time members of the faculty for work done during the academic work year. This limitation applies to research, consulting or any other employment with the University or any of its associated organizations, regardless of the source of funds. For the particular case of extra teaching, the policy is covered under teaching positions. (BTM,2007,02-26,005,_F)
Under the special circumstances of an urgently requested short-term assignment, as expressly authorized by the Chancellor or a president, the Chancellor or President may authorize specific extra compensation for a faculty member whose services are so required, to the extent that the short-term assignment represents an overload. This authorization must define both time and money limitations, and must state that it was not possible to relieve the faculty member of other duties to an equivalent extent. Such non-teaching overload assignments will be available to faculty without reassigned time and shall be limited to 150 hours per semester at sixty percent of the appropriate hourly rate. In the case of assignments that are in the interest of the University or the College, as certified by the Chancellor or President, further adjustments in the spirit of this paragraph may be authorized in order to meet the needs of particular situations. Participation in summer activities shall not exceed in total for all such activities three-ninths of the faculty the University, performing administrative duties such as service as a department chairperson, participation in a special training institute supported by outside funding, and participation in a scholarly research project supported by outside funding. The faculty member shall report to the college to which he or she is appointed all of his or her summer activities in advance of participating in them to ensure that they do not exceed three-ninths of his or her annual salary. 3 Multiple Extra Involvement
Where more than one type of involvement beyond the primary commitment is entered into—e.g., extra teaching plus consultation—the total extra involvement shall be controlled by the intent of this policy. (BTM,2007,02-26,005,_F)
4 Annual Report
At the regular June meeting, the Chancellor shall report to the Board of Trustees on the steps taken by the Presidents to implement these regulations and the extent of compliance with the limitations set. The reports shall contain details from the Presidents about all excesses over any of the standards herein stated, including the names of all persons involved and the specific reasons for the excesses. The University will continue to monitor overload assignments. Overload assignments shall be reported to the Board of Trustees as part of the annual report. (BTM,2007,02-26,005,_F)
