For your safety and convenience, for the convenience and safety of others, and in order not to jeopardize your parking privileges, please read and comply strictly with the parking and traffic regulations described in this bulletin.
- Parking on Campus
Although parking on campus is limited, any registered QCC student is eligible to park on campus on a space-available basis. Parking tokens are now required for students to park in Lots 2 and 6. (Lot 1 is available only during the evening Monday through Friday and all day Saturday and Sunday.)
In planning a program, a student should not assume that parking will be available. Please note: program change fees will not be waived because of lack of parking facilities.
Parking on campus is a privilege
Parking is reserved for those who agree to observe the regulations. Availability is limited by the capacity of our parking areas and parking space cannot be guaranteed.
- Fees
To provide a parking program that is financially self-supporting, the following fees are charged for parking and are payable at the Bursar’s Office, 1st floor in the Administration Bldg.

Purchase parking tokens at the following locations on campus for $1.00 each: Administration Building Lobby; Humanitites Building Lobby; Science Building/Medical Arts Lobby; 2nd floor of the Library Building.
- Affixing Decals
A current decal must be properly affixed. The use of scotch tape or any other method to affix the decal is unacceptable.
Automobile Decals must be affixed on the back of the rear-view mirror on the driver’s side. Summonses will be issued for violations of this regulation. Remove all expired decals.
Motorcycle Decals must be affixed on the front wheel fork, on the left side immediately below the official New York State registration decal.
- Conditions
The following applies to everyone who parks on campus:
- Risk and Responsibility
Parking on campus is at the owner’s risk. The registered driver is responsible for the use of his/her vehicle on campus. Under no circumstances will Queensborough Community College be responsible for the loss of or damage to any registered or visitor’s vehicle, its contents, or its equipment. The fee paid provides only the privilege of parking authorized vehicles on campus.
- Permission to Park
Only for vehicle covered by decal.
- If vehicle is sold . . .
The decal should be scraped off before the sale. A new decal will be issued for $5.00 (faculty and staff) at the Bursar’s Office upon presentation of the remains of the decal and proof of registration.
- Refunds
No refunds will be made for any reason.
- Parking is Not Guaranteed
Since the College must provide for continuous, maximum use of all parking areas, the College does not guarantee to the purchaser of a decal that a space will be available on the campus at all times.
- Parking Regulations
- Full Stop
All cars must make a full stop at all entrances and exits.
- Prohibited Areas
Parking is prohibited on any roadway, near any building, or in any area not officially designated as a Parking Zone. Roads must be kept clear for the normal movement of traffic, fire apparatus, snow removal, and other emergency vehicles.
- 10-mile-per hour Speed Limit
All vehicles are to be operated on campus with extreme caution and at not more than 10 miles per hour. Pedestrians have right-of-way at all times, as do Public Safety, Emergency Service, and all snow removal vehicles or equipment.
- Damage to an Unoccupied Vehicle
Any driver damaging an unoccupied vehicle is required to report it to the nearest campus Law enforcement officer or public safety personnel, no matter how minor the damage, and to report the license and decal number of the vacant damaged vehicle. Including College Property.
- Campus Law Enforcement officer’s Instructions
All instructions given by Public Safety officers must be observed.
- Traffic Signs
Traffic signs — such as Full Stop, No Parking, Speed Limit, and Pedestrian Right-of-Way — are in effect at all times. Drivers are required to park within the lines of demarcation.
- Overnight Parking
Cars are not to be parked on campus overnight. In an emergency, specific arrangements must be made with the Office of Public Safety for permission to park a vehicle overnight.
- Snow Emergency Parking Regulations
In the event of a severe snowstorm, cars which can not be driven home should be moved to the edges of the parking fields and off the roads to facilitate snow removal. Drivers should avoid parking their cars on campus prior to and after a snowfall so that parking lots can be cleared. The presence of snow is not an acceptable excuse for violating these regulations. The Superintendent of Buildings and Grounds is authorized to restrict parking on campus during a snow emergency.
- Use of Other Vehicle
Faculty and staff members using a vehicle other than the one for which the decal was purchased may request a visitor’s pass for one day.
- Decals
Decals are sold to staff and faculty and can be used only by the staff or faculty member who purchased the decal, and only on the auto listed on the decal application.
- Decal Sale Stipulation
You will not be sold a new decal until all claims regarding parking violations have been satisfied and you will not be permitted to park on campus.
- Passes
With prior approval, visitors’ passes for faculty/staff may be obtained at the Main Gate.
- Fraudulent Registration
Anyone fraudulently registering a vehicle is subject to disciplinary action and loss of parking privileges.
- Transfers
A parking decal is not transferable. Parking privileges may be revoked, without refund, for failure to observe this regulation.
- Faculty/Staff Areas
No student parking is permitted in the areas designated for faculty and staff or for disabled students (see paragraph "p" below).
- Parking for Disabled Faculty and Staff and for Disabled Students
A number of parking spaces are reserved for specific physically disabled faculty, staff and students. These persons will have either valid New York State or New York City disabled registration plates affixed to the vehicle or disabled vehicle identification cards displayed on top of the dashboard during the time they are parked in the area. Unoccupied spaces are reserved solely for use by disabled faculty, staff, and students with a Medical Decal.
- 30-minute Parking Area
You will be in violation for parking in this area for more than the 30 minutes allowed.
- Enforcement
Campus Law enforcement officers have the responsibility of ensuring that the limited parking space on campus is reserved for use by drivers of authorized vehicles. Everyone is expected to cooperate with campus law enforcement officers and assist them in carrying out their assignments. Vehicles not parked in accordance with these regulations may have a parking violation tag attached, or a warning notice pasted on a car window, or an immobilization device attached to a wheel. In certain instances (such as a vehicle blocking access areas) the vehicle may be towed to a different area or towed off campus.
- Penalties
During any one semester or summer session, penalties for infraction of these regulations are as follows:

plus cancellation of parking privileges for one or more semesters and possible disciplinary action.
- More Serious Violations
(1) Reckless Driving
$25.00 fine, cancellation of parking privileges for a period to be determined, and possible disciplinary action.
(2) Non-Registered Vehicle
If a non-registered vehicle is parked on campus, the vehicle will be tagged. A $25.00 fine will be imposed.
(3) Unauthorized or Expired Decal
Any person whose vehicle is found on campus with an unauthorized or expired decal, an unauthorized permit, or without registration will be subject to a $20.00 fine. In addition, all students involved will be referred to the Dean of Students for appropriate disciplinary action. A person permitting unauthorized use of their decal shall be fined $25.00 and will lose parking privileges.
(4) Possession of Lost or Stolen Decal
Any person found in possession of a decal that has been reported lost or stolen will be subject to a $100.00 fine. In addition, all students involved will be referred to the Dean of Students for appropriate disciplinary action.
(5) Fraudulent or Counterfeit Decal
Any person whose vehicle is found with a fraudulent or counterfeit decal will be required to pay a $100.00 fine. In addition, all students involved will be referred to the Dean of Students for appropriate action.
(6) Removal of Immobilizer
Any person who has had an immobilization device attached to his/her vehicle must pay $25.00 for removal of same. This charge is in addition to any fine incurred for any violation.
(7) Campus Speed Limit
Any person exceeding the posted speed limit or 10 mph, which-ever is less, will be subject to the penalties listed under Reckless Driving above.
- Payment of Fines
All fines must be paid at the Bursar’s office no later than 10 calendar days after the charged violation was incurred. An additional late fee of $10.00 will be added to the fine. Fines must be paid in the Bursar’s office. Please check posted signs for evening and summer hours. The violation tag with payment made out to Queensborough Community College. May also be mailed to the Bursar’s office.
- Appeals
Students have the right to appeal as follows:

The initial appeal must be made in writing, via U.S. Mail only, to the Director of Public Safety within 10 calendar days of the date of the offense listed on the summons. Appeals will not be accepted after the expiration on the 10-day period.

An appeal of the decision of the Director of Public Safety may be made in writing to the Dean of Students within 10 calendar days of the date of the notice of the decision. The decision of the Dean of Students is final.
- Failure to Pay/Holds
Anyone who does not pay their fine(s) within a reasonable time may lose their parking privileges. Students will have a "Hold" placed on their records and will not be:

Granted grades or degrees.

Permitted to register for a subsequent semester.

Issued a transcript of records.
- Visitors
Drivers transporting students to or from the College must leave or meet them outside of the College.
