What is a “Bursar”?
Bursar is a Latin term meaning "official in charge of funds" or "keeper of the purse."
The QCC Bursar’s Office provides a variety of services to the College including:
- Accepting Accounts Receivable payments made by cash, personal check, or money orders. Effective July 1, 2008, credit card payments must be done through the Internet, via your eSims account. Click here for additional information on this policy
- Billing
- Distribution of student refund and emergency loan checks.
- Payment plan (offered through TuitionPay) coordination
- Handling student organizational deposits
- Legal Residency information
- Accounts Receivables collections.

As a student, how do I pay online?
Online payments are made through eSIMS. You should use your CUNY Portal Username and Password to access eSIMS. Go to http://portal.cuny.edu.

Will there be any changes to the current payment procedures?
Yes. Effective July 1, 2008, the University will not accept credit card payments directly or by mail for the payment of tuition and fees. Credit card payments can only be made via your eSIMS account and will be processed by the University’s Third Party credit card processor, EDS.
You will be charged a non-refundable convenience fee when using your credit card that is based upon the total of your tuition and fees. It is added to the total cost of your bill. This fee is retained by EDS.

Why is this credit card policy with convenience fees being implemented?
CUNY has found that accepting tuition payment by credit card has become prohibitively expensive because of the fees charged for processing credit card transactions. The expense is paid by CUNY out of the operating budget, thus reducing the funds available for academic programs and services for all students.

What types of credit cards are accepted?
Only, MasterCard, Discover and American Express are accepted.
How can I pay by credit card?
Credit card payments can only be made online. Credit card payments are no longer accepted at the Bursar windows and are no longer accepted by mail after June 30, 2008.

Will I be charged a convenience fee when I pay by credit card?
Yes, a convenience fee will be charged in addition to tuition and fees. This fee is based on the total of your tuition and fees, and is added to the total cost of your bill. The convenience fee is 2.65% of your total bill.

When paying by credit card what amount will I see on my credit card statement, due to the convenience fee? What amount will I see on my student account?
For example, you are making a $510.00 tuition payment. You will be charged a convenience fee of $13.51 by EDS (taken at the time of the transaction). Your credit card statement will show a ‘Payment’ of $510.00 and a ‘Vendor Service Fee Charge’ of $13.51. The $510.00 is the amount that will appear on your tuition account.

When will I get confirmation that the payment was accepted?
Once the payment transaction is completed, EDS will issue a confirmation number and email this to an email address provided by the student or payee. Students are immediately informed of credit card rejections.

Can someone else pay my tuition for me?
Yes. Someone else can pay online for you. However, they must be able to access your eSIMS account.

Will I get a receipt in the mail?
No. You will not receive a receipt in the mail. You will receive an email confirmation after the payment is submitted. You can print a copy of your bill on eSIMS or by going to the Bursar Office.

I have registered for classes but have not received a bill. Can I make an online payment?
Yes. A student can make an online payment at any point after they register, up until their bill due date.

If I don’t pay by credit card, what are my other payment options?
- Pay by eCheck (electronic check) online. Log onto your eSIMS account via the CUNY Portal at http://portal.cuny.edu. Select the ‘Pay Now’ tab and click on ‘Electronic Funds Transfer’. Enter your bank account number (only checking or savings) and bank ABA/routing number. Your payment will immediately be posted to your account. There is no fee for this payment option.
- Pay by check or money order mailed to Queensborough Community College, Bursar Office, 222-05 56th Avenue, Bayside, NY 11364.
- Pay in person by cash, check or money order at the Bursar Office.
- Pay your bill by making a monthly payment through the TuitionPay plan. There is an application fee of $18.
